An international expert in criminal justice, corrections and security sector reform, with over 15 years of experience across custodial environments, national prison administration and international consultancy. She is a forensic psychologist by background and has held senior leadership and project management roles within the Finnish Prison and Probation Service, including national responsibility for rehabilitation, reintegration and safety-related functions across prisons and probation services.
Pia has extensive expertise in prison-based rehabilitation, corrections modernisation and the ethical use of artificial intelligence and digital technologies in custodial settings. She has led large-scale reform initiatives, including Finland’s Smart Prison project, and has conducted research on prison digitalisation. She has also served as an expert member of a Council of Europe working group contributing to policy guidance on the use of AI in corrections.
She currently works internationally as an independent consultant, advising governments, justice organisations and international partners, and has contributed as an expert to joint UNODC–ICRC work on technology in prisons. Pia is resident in Finland and brings a strong international, human-rights-based and future-oriented perspective to RCJ’s mission.
