I cofounded Reimagining Criminal Justice C.I.C. because the system must change, and we need an organisation that knows how to deliver it. Over the past 20 years, I have developed a government systems change methodology through senior reform work in the UK and internationally.
From 2004 to 2010, as HM Treasury’s full-time adviser on mission-critical criminal justice programmes, I led the establishment of:
- National Offender Management Service (NOMS) national and regional commissioning operations with a £4 billion annual budget
- policy and functional boundaries between the MoJ and NOMS as an Executive Agency
- MoJ review arrangements for key policies and operations, including IPP sentences, accredited programmes, approved premises and public protection
- the Transformation Programme Board for the MoJ estate, helping deliver £200 million in savings
Since then, I have:
- set up and managed a Cabinet Office sponsored transition team for the largest probation social enterprise spin-out (RISE)
- led a three-year FCO-funded programme to support reform of the Palestinian Authority Ministry of Justice, producing mandates for rule-of-law ministries and a transferable systems change model
- led the EU-funded assistance programme for modernisation of Kazakhstan’s soviet style criminal justice system, achieving major national reforms across prosecution, courts, judicial governance and policing; the systems change model was later adopted by the President across the public sector
